JR PARTNERSTVA 2025–2028 is an ERDF-cofunded public call administered by SPIRIT Slovenija — the Public Agency of the Republic of Slovenia for the Promotion of Entrepreneurship, Internationalization, Foreign Investments and Technology — to co-finance joint activities by consortia of Slovenian SMEs entering or expanding on foreign markets. The call was published on 26 September 2025 and has two submission deadlines: the first (26 November 2025) is closed, and the second deadline is 15 June 2026 at 12:00 noon. Total funding envelope is EUR 6.75 million, divided between Eastern Slovenia (Vzhodna Slovenija, EUR 3.0 million) and Western Slovenia (Zahodna Slovenija, EUR 3.75 million) cohesion regions.
Eligibility requires a consortium of Slovenian SMEs — solo applicants are not eligible. The programme targets joint activities that strengthen international competitiveness, introduce products or services to foreign markets, and build business cooperation with foreign partners. EU state-aid rules apply to award sizing under the ERDF cohesion co-financing framework. Activities funded include market entry preparation, partnership development missions, and joint promotional activities on target foreign markets.
Applications are submitted through SPIRIT's official portal, with detailed eligibility and scoring criteria in the programme documentation. Applicants should identify which cohesion region sub-pool they fall under and apply accordingly, as Eastern and Western Slovenia sub-envelopes are tracked separately. Strong consortia demonstrate complementary capabilities across member SMEs, a defined foreign target market, and a joint action plan with measurable outcomes. The programme is administered under MGTÅ (Ministry of Economy, Tourism and Sport) oversight, and the second deadline of 15 June 2026 represents the final opportunity in the current call cycle.
