JR INVEST is a flagship large-investment grant program administered by SPIRIT Slovenija, Slovenia's Public Agency for Entrepreneurship, Internationalization, Foreign Investment and Technology, on behalf of the Ministry of Economy, Tourism and Sport. Funded under Slovenia's national Recovery and Resilience Plan (NOO) and backed by NextGenerationEU resources, the program supports significant capital investments by Slovenian companies in manufacturing, services, and research and development. It was originally launched in March 2022 and has continued through successive rounds, with a total envelope of €88.5 million spread across three opening rounds supporting up to 59 investment projects.

Eligible investment values span €1 million to €12 million for manufacturing, €500,000 to €3 million for services, and €500,000 to €2 million for R&D activities. Across all three categories, machinery and equipment must constitute at least 50% of the total investment value. Applicants must be for-profit companies registered and operating in Slovenia. Larger SMEs and mid-cap companies making substantial capital expenditure commitments are the primary target. Investments must address sustainability, decarbonization, and digitalization objectives simultaneously, reflecting NextGenerationEU milestone-and-target obligations.

Investment activity must begin within six months of signing the subsidy agreement and must be fully completed within three years from implementation start. The program is operated by SPIRIT Slovenija, which publishes each round's per-project award rate, specific deadlines, and scoring criteria in the razpisna dokumentacija (call documentation) PDFs available on spiritslovenia.si. Companies preparing submissions should download the current-round razpisna dokumentacija to confirm co-financing rates and round-specific requirements before applying.
