JR KOMPETENCE — Skills Development
Supports Slovenian entrepreneurship training providers through a national competence programme for capability development.
JR KOMPETENCE 2025–2029, administered by the Javna agencija SPIRIT Slovenija under the Ministry of Economic Development and Technology (MGTŠ), finances organisations that deliver entrepreneurship competency-development programs across Slovenia for the five-year period from 2025 through 2029. The program operates on a service-delivery grant model: funded implementing organisations — such as technology parks, incubators, regional development agencies, and training providers — receive co-financing to deliver workshops, training cohorts, and mentorship, and then provide those services free of charge to end-beneficiary entrepreneurs and business owners. Active delivery is confirmed as of mid-2026, with the GROW UP 5 training cohort running 1–12 June 2026 through Primorski tehnološki park.
Funding flows from European Social Fund Plus (ESF+) cohesion resources and the national budget, channelled through SPIRIT under the national Skills Development Program in Entrepreneurship 2025–2029 framework. The program continues a multi-year entrepreneurship competency initiative that SPIRIT has operated in various iterations since 2014. Eligible implementing organisations must be Slovenian entrepreneurship support institutions capable of delivering the competency activities specified in the public call documentation (razpisna dokumentacija); individual entrepreneurs are end-beneficiaries rather than direct applicants. Specific sub-cycle application windows, total financial envelope, and per-organisation award caps are published in the razpisna dokumentacija and were not fully extracted at ingest.
For organisations active in Slovenian entrepreneurship support infrastructure — incubators, technology parks, regional development agencies, and accredited training bodies — this is a multi-year anchoring instrument that funds programme delivery costs over a sustained period rather than a single-project award. The rolling active status and confirmed 2026 execution make this a live opportunity for qualifying implementing bodies seeking stable ESF+-backed co-financing through 2029.
Co-financing for Slovenian entrepreneurship support organisations — technology parks, incubators, and training providers — to deliver competency-development workshops, training cohorts, and mentorship to entrepreneurs and business owners under the national 2025–2029 framework.
