PREE Tertiary (PREE Terciario)

Supports energy renovation of tertiary buildings in Spain to reduce energy consumption and operational utility costs.

PREE Terciario is a Spanish grant program administered by IDAE (Instituto para la Diversificación y Ahorro de la Energía) that funds energy renovation of non-residential tertiary-sector buildings. The program operates under the 2024–2026 National Energy Efficiency Fund (FNEE) Strategic Plan and carries a total authorized envelope of EUR 200 million. Eligible building types span administrative offices, healthcare facilities, educational institutions, commercial premises, cultural and recreational venues, sports facilities, hospitality establishments, transport hubs, and places of worship.

A minimum verified energy savings threshold of 20% post-renovation is a hard eligibility requirement for every project — applicants must demonstrate this reduction in actual energy consumption to qualify for funding. Eligible applicants include for-profit companies, non-profit organizations, universities, and research institutions registered and operating in Spain; individuals are excluded. Per-project award caps and subsidy rates are not published on the program page. Applications are evaluated regionally through each Autonomous Community (CCAA) administration rather than directly through IDAE national offices.

Organizations seeking PREE Terciario funding should first confirm the applicable regional call through their CCAA energy office, as each region manages its own submission calendar within the national FNEE framework. Projects must document baseline energy consumption and commit to a verified 20% reduction to pass evaluation. Because the envelope is distributed across Spain's 17 autonomous regions and eligible sectors are broad, early engagement with the regional evaluator before submitting a formal dossier is strongly recommended.

Energy rehabilitation of tertiary buildings: offices, healthcare, schools, retail, sport, hospitality, transport hubs.
