Pilotaż IKR (Individual Development Accounts Pilot) is a one-off PARP competition under FERS 2021–2027 Measure 1.3 that funds organisations to design and operate Individual Development Account (IKR) schemes for Polish adults. Projects receive up to PLN 7,700,000 in total eligible costs at a co-financing rate of 98.8%, meaning the operator contributes a minimum of 1.2% from own funds — one of the highest EU co-financing rates in the Polish portfolio for 2026. The programme was announced 31 March 2026, opened for applications 4 May 2026, and closed 5 June 2026.

Eligible operator types are broad: enterprises, business development support entities, employment and human capital organisations, social partners, employer and union associations, higher education institutions, and civil society groups with demonstrated operational capacity for IKR administration. Each adult participant enrolled in an IKR scheme contributes PLN 500 from their own resources toward their development services; this participant contribution is separate from the operator's 1.2% co-financing obligation. Operators administer the scheme by recruiting participants, supporting development plan preparation, and purchasing educational services on their behalf via the BUR platform (Development Services Database).

The pilot format means this competition was a single round rather than a recurring call — organisations that did not apply by the June 5 deadline cannot access this specific mechanism again without a new competition being launched. To win, operators needed to demonstrate administrative capacity and experience in individual-level skills development before applying. PARP administers the programme under FERS Measure 1.3, with all disbursements in PLN. The PLN 7,700,000 project ceiling makes this suitable for mid-to-large organisations with the staffing to manage adult recruitment, development planning, and BUR procurement simultaneously.
