The scheme covers costs of industrial research and experimental development, such as project activities and pilots, plus other project costs tied to the innovation's stated goals, but only once total eligible costs reach at least €2 million; research organisations can carry at most half of those costs. The maximum subsidy rate runs from 80% for a research organisation's non-economic activity down

The scheme funds two 2026 themes: processes and chains that convert new 'commodities' (carbon- and nitrogen-bearing bio-based and synthetic feedstocks) into usable industrial products such as plastics, solvents or materials, and innovations that speed up 'Multi-Commodity Energy Hubs' linking electricity, heat, hydrogen and other energy carriers between companies. Funded innovations must reach a first real-world application within 10 years and support an affordable transition to a climate-neutral, circular industry.
